World Space Week Quiz Competition

All Kerala Inter-School Quiz Competition

  • The quiz will be conducted with "Space" as the theme.
  • Students of classes 10, 11, and 12 only can participate in the competition.
  • A school can nominate only one team consisting of two members.
  • Students can register for the quiz by sending e-mail to wswquiz@vssc.gov.in or by posting an application to WSW-2013 Office, TDAD, VSSC, ISRO-PO, Thiruvananthapuram - 695 022. In both cases, the students should produce a certificate of identification duly certified by the head of the institution. If the student is unable to send the certificate of identification through mail / post, he / she shall produce the same at the venue prior to the competition.
  • The application should include names of participants, class, school details, e-mail address, contact phone number with STD code and contact mobile number.
  • The quiz programme will be conducted on 5th October, 2013 [Saturday] from 08:30 AM onwards. The event is likely to conclude by 02:00 PM.
  • The programme will be conducted simultaneously at three zones of Kerala viz. South, Central, and North as mentioned below.

Lecture programmes are being organised at educational institutions in Kerala during October 4-10. The programmes will be conducted in High Schools, Higher Secondary Schools, Teachers' Training Institutions, Polytechnics and ITIs. Resource persons from VSSC / IISU will come to the institutions and deliver the lectures. Post Matric Scholarship date extended upto sep 24th


Online applications are invited for the Post-Matric Scholarship for the academic year2013-14 from students belonging to minority communities (Muslim/ Christian/ Buddhists/ Sikh and Parsee) to be awarded by the Ministry of Minority Affairs, Government of India.Applications are to be submitted online in the Scholarship Website of Department of Collegiate Education, www.dcescholarship.kerala.gov.in. Group Personal Accident Insurance Scheme 2013 Extension of time limit for joining the Scheme

Orders had been issued renewing the Group Personal Accident Insurance Scheme of government employees and teachers for the year 2013. The time limit for joining the scheme ended on25.3.2013. Government have been receiving several petitions requesting to extend the period for joining the scheme. The Director of Insurance  has requested to issue a general order covering those employees who remit the premium belatedly also under the 2013 scheme from the date of remittance of premium up to 31 st December 2013 as Group Personal Accident Insurance Scheme comes under the purview of General Insurance Act wherein insurance coverage can be given from the date of remittance of premium.
Government after having examined the matter in detail are pleased to extend
the time limit, for all employees who joined service before I't April, 2013 and who
are members of SLI / GIS, to join Group Personal Accident Insurance Schem 2013
on condition that the insurance coverage will be effective only from the date of
remittance of premium under the head of account "801I-00-105-95 (01)
miscellaneous insurance fund"   till 31.12.2013.

The Public Entrance Examination Coaching Scheme (PEECS)

A high percentage of students of the Higher Secondary Schools in Kerala come from the rural background. They do not have the financial capability to attend coaching classes to prepare for the Entrance Examinations for admission to Professional Degree Courses. So they are not able to score high marks in the Entrance Examination, on various grounds. However, they score very high marks in the Qualifying Examinations.
The proposed Public Entrance Examination Coaching Scheme (PEECS) aims at imparting training to students of Government/Aided Higher Secondary Schools & vhse Schools in Kerala, free of cost, to prepare for Entrance Examinations.
This will be by way of telecasting of classes with the help of experts in various subjects based on the syllabi of the Entrance Examinations, providing the facility for the students to interact with experts and clear their doubts, attend practice tests etc.
The classes are to be telecast during the school hours through VICTERS Channel. Students will be able to watch the telecast with their teachers. There will be a repeat telecast in the evening/night.
There will be a website for PEECS where students will have to register to use the facilities. They will take practice tests at this website. They will also get the facility to get answers for the questions in the test, post questions related to the topic to the resource person and get the answers etc. The students will be able to track their performance too. There is also a proposal to set up a Question Bank with the assistance of expert faculty.
One component of PEECS will be the telecasting of classes, each of one hour duration, based on the topics in the syllabi for the Entrance Examinations of Kerala.

Coaching will be imparted for Mathematics, Physics, Chemistry and Biology (Botany and Zoology). The one hour session will have a ‘subject’ discussion part and ‘question & answer’ discussion part. The number of classes for each subject for covering the entire syllabus is likely to be around 60. The classes will be telecast through the VICTERS channel of IT@ School. The telecast will be so scheduled during the school time so that the students get the facility to view the programme along with the teacher engaging the subject in the school. The classes that are telecast during the school time will be telecast again in the evening/night.
The second component of the scheme is the online practice test. After the telecast of a class on a topic is completed, the students will get the facility to attend online practice tests on that topic as per the Entrance pattern. This facility will be provided through the PEECS website to be hosted with the technical support of IT@School.

This test can be taken by the student from the school or from home or at any place having a computer with internet facility. After the test is completed, the student will get to know the score, the answers to the questions with explanatory notes. As the scheme progresses, more question sets will be added to the Question Bank being developed side by side so that the students will get the facility to take more practice tests. The students will have to register at the website to get all these facilities. This will be done through the institutions they are enrolled.
The student will also get the facility to post a question to an expert in the subject and get answer to that. The progress of the students will also be monitored under the scheme. By the time the entire course is covered, the student will have the facility to answer a full question paper online as per the entrance pattern. A Question bank is also being planned as a component of the scheme. The entire facilities related to the scheme will be provided free of cost to the students.
Faculty from Higher Secondary Schools and Colleges and retired faculty from Colleges have been identified for engaging the classes under PEECS. Although the scheme is being implemented for the KEAM Entrance Examinations now, it is expected to be extended to more areas in the coming years.

by providing benefits to the targeted groups through focused schemes and programmes both 
at central and state level.
Dial.Gov Service is a common man’s interface which aims to bridge the existing gap between 
the benefit information and the beneficiary. It provides information to citizens about various 
schemes and welfare services provided by the Central and State Government, thus empowering 
the interested citizen to reach the welfare benefits based on his/ her eligibility through 
intelligent search. The information about benefits will be available to the citizen through 
different mediums like Dial. Gov web portal , mobile application, an interactive 
voice response service and call centre helpdesk.The project is being developed and 
implemented by National Informatics Center (NIC). NIC was established in 1976, and has 
since emerged as a "prime builder" of e-Government / e-Governance applications up 
to the grassroots level as well as a promoter of digital opportunities for sustainable development. 
NIC, through its ICT Network, "NICNET", has institutional linkages with all the 
Ministries /Departments of the Central Government, 35 State Governments/ 
Union Territories, and about 625 District administrations of India. NIC has 
been instrumental in steering e-Government/e-Governance applications in 
government ministries/departments at the Centre, States, Districts and Blocks, 
facilitating improvement in government services, wider transparency, promoting 
decentralized planning and management, resulting in better efficiency and accountability 
to the people of India.
It is being promoted by Department of Electronic and Information Technology (DeitY), 
Ministry of Communications and Information Technology (MoCIT). DeitY facilitate and 
promote e-governance, promotion of Electronics & Information Technology- Information 
Technology Enabled Services (IT-ITeS) Industry, providing support for creation of Innovation / 
Research & Development (R&D), building Knowledge network and securing India's cyber space.

Vocational Instructors hold dharna at VHSE Directorate

More than 100 Instructors, including women staged a dharna in front of the office of Vocational Higher Secondary director (Housing Board building) demanding rectifying anomalies in general transfer-2013, rectification of pay revision anomalies of instructors,ratio promotion,promoting qualified instructors as Vocational Teacher etc. Later on a discussion had with the director Shri.C.K.Mohanan,  promised that all anomalies on general transfer will be solved by 24 th of this month. 

AKVHVIA to hold Dharna against Transfer without norms

Education-Vocational Higher Secondary -Estt- Online General Transfer 2013-2014 - Orders Issued.

 As per the Government Order read as Ist paper above Government have issued general conditions for transfer of employees. After detailed discussions with teachers organizations Government have fixed the norms and rules for transfer of teachers in VHSE Department as per the Government Order 2nd cited and it is clearly stated that transfer will be effected through online. Accordingly online transfer was effected during 2011-12, based on the Government Order 2nd cited but the Department can effected online transfer only for open vacancies and the beneficiaries are nominal.
     Several Original Petitions/Petitions/Suits were filed in honorable courts, Human Rights Commissions, Scheduled Caste Development Commission, etc., to effect transfer by those aggrieved for getting transfer. In the circumstance, as per the letter read as 3rd paper above, Government have directed to follow the norms fixed as per the Government Order read as 1st paper above, regarding the seniority in a station. Accordingly, all the process of transfer was carried out through online. A draft list was published in the website “vhsetransfer.in” seeking complaints. Certain teachers were filed complaints. Government vide its letter 4th cited directed to freeze the procedures of online transfer and to publish the same with the approval of Government after the detailed examination of the petitions filed in this regard.
     The Hon’ble Kerala Administrative Tribunal vide judgment dated, 13/06/2013 in OA No.1214/2013 has ordered to finalize the transfer proposals in accordance with the transfer norms in a transparent manner and pass final orders within three weeks from the date of receipt of a copy of this order. The complaints were examined in details and in accordance with the rules the eligible complaints were redressed.
     Under the above circumstance sanction is hereby accorded to transfer the following categories of teachers/Instructors/Lab Technical Assistants eligible for transfer through online.
  1. Vocational Teachers.
  2. Non Vocational Teachers (Senior).
  3. Non Vocational Teachers (Junior).
  4. Vocational Instructors.
  5. Laboratory Technical Assistants.
     The final transfer list is appended as annexure to this proceedings. The teachers transferred are directed to download the order from the website and to relieve/join in the new station with immediate effect. Thus the court order above is complied with.

Single Window for VHSE Admission


From this year onwards the single window system for admission will be extended to the VHSE courses in Kerala.To start with the single window already executed in 91 VHSE schools in Trivandrum and Kollam districts in the academic year 2011-2012. Application forms can be had from the schools  and has to be submitted to the respective schools.

Revamping of HSE, VHSE curriculum mooted

Thorough revamp of curriculum, syllabus and textbooks for both Higher Secondary and Vocational Higher Secondary courses once in every five years and doing away with public examination for Class XI are among the major recommendations of a committee constituted by the State Government to examine the problems in Higher Secondary education sector and suggest remedial measures.
 Presenting the report to Education Minister P K Abdu Rabb here on Tuesday, the head of the committee P O J Labba said the report contains recommendations that need to be implemented in the short term as well as long term. “The curriculum and syllabus of Higher Secondary courses that have been in place for more than five years should be revised under the supervision of the SCERT. The state curriculum steering committee should take immediate steps in this regard,’’ he told reporters.
 In the case of Vocational Higher Secondary education, curriculum and syllabus followed for over five years, should be revised and introduced from the next academic year onwards.
Textbooks should be prepared keeping in view the recent trends and developments, the report recommended adding that an expert committee should be constituted for revising  the syllabus and the curriculum.
 Public examination can be done away with for Class XI. Instead, annual examination can be conducted in schools with a common question paper prepared under the supervision of the SCERT, the report said.
Teacher-student ratio in Higher Secondary Schools should be 1:40. If there are more than 50 students, it should be treated as a new batch. The committee recommends five working days in a week for Higher Secondary courses and rescheduling of time tables. However, the system of six working days in a week should continue for Vocational Higher Secondary courses, the report said.
The report also recommends setting up of an ‘’independent body’’ on the lines of the National Assessment & Accreditation Council (NAAC) which would grade both private and government higher secondary schools. Setting up of a specialised Higher Secondary academic wing to co-ordinate functioning of Higher Secondary education and Vocational
Higher Secondary education, has also been proposed in the report. Other recommendations include constitution of a Quality Improvement Cell under the SCERT.
